Stage 1: Initiating the Project

Identify a Standards Committee, develop a Project Authorization Request (PAR), and gain NesCom / SASB approval to open the project.

🏛️

Identify a Standards Committee

Confirm which Standards Committee covers your topic, or contact IEEE SA Operational Program Management to find one for a new area.

📝

Develop & Submit a PAR

Draft the scope, need, and purpose in myProject. Optionally form a PAR Study Group first to build support.

NesCom Review & SASB Approval

NesCom reviews the PAR ahead of its meeting and recommends approval to the IEEE SA Standards Board. Approved PARs run for 4 years.

📝

Submit a PAR

Complete the Project Authorization Request in myProject. Fields below mirror the scope / need / purpose structure required for every PAR.

Stage 2: Mobilizing the Working Group

With the PAR approved, form the Working Group, elect officers, and set the ground rules for collaboration.

📣

Issue Call for Participation

Invite individuals or entities with relevant expertise to balance producers, users, and regulators in the group.

🗳️

Elect / Appoint WG Officers

Establish a Chair, Vice Chair, Secretary, and Treasurer (if needed) per the Working Group's P&P.

📅

Set Meeting Rules & Cadence

Publish agendas in advance, choose in-person / electronic / hybrid format, and confirm quorum rules.

Stage 3: Drafting the Standard

The Working Group writes the technical content and works toward consensus before the draft moves to ballot.

✍️

Draft Technical Content

Compile contributions into a working draft, optionally assisted by a technical editor.

💬

WG Review & Comment Resolution

Circulate drafts for review; track and resolve comments from all interested parties.

🤝

Reach Working Group Consensus

Chair drives discussion toward broad consensus before the draft advances to SA Ballot.

Stage 4: Balloting the Standard

The draft is opened to a wider Standards Association ballot group for formal approval and comment.

👥

Form the Ballot Group

Invite balanced, interested parties beyond the Working Group to join the SA Ballot.

🗂️

Conduct the SA Ballot

Track approve / disapprove / abstain votes; ballot needs a 75% response rate and 75% approval to close.

🔁

Resolve Comments & Recirculate

Address all ballot comments; recirculate for further votes if the draft changes materially.
